LIST OF DECISIONS OF THE CCA CONTINENTAL ORDINARY GENERAL ASSEMBLY 2019

The Ordinary Annual Assembly of the CCA - FIDE America Chess Confederation of America was held in Rio de Janeiro, Brazil from September 27 to 30, 2019.

With a massive participation of 32 National Federations represented (Antigua and Barbuda, Argentina, Aruba, Colombia, Bahamas, Barbados, Bermuda, Bolivia, Brazil, British Virgin Islands, Canada, Chile, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador , Guatemala, Guyana, Honduras, Mexico, Netherlands Antilles, Nicaragua, Panama, Paraguay, Puerto Rico, Suriname, United States of America, Trinidad and Tobago, Uruguay, US Virgin Islands, Venezuela).

The meetings were held on September 28 and 29, with arrival 27 and departure 30

The meeting reinforced the democratic and participatory spirit of the American Continent where an overwhelming majority rejected to intervene in the internal affairs of federations by officials or officials of FIDE. We rescue the emblematic phrase said by the President of the US Federation Mr. Allen Priest: "No employee of FIDE can have more power than the elected leadership."

LIST OF DECISIONS OF THE CCA CONTINENTAL ORDINARY GENERAL ASSEMBLY 2019

CCAGA-2019/01 Approve the minutes of the GA CCA 2018. Approved unanimously

CCAGA-2019/02 Approve the President's Report. Unanimously approved

CCAGA-2019/03 Titles and seminars CCA. It was determined by the Assembly that the preparation of procedures for standardization of rules and knowledge of arbitration, organization, training will begin, and then proceed to the creation of titles and semminars within the Americas.

CCAGA-2019/04 Approve the proposal of the delegate of Uruguay Enrique Celi to create a commission for review of statutes and regulations, in view of the fact that FIDE is preparing a revision of its statutes, and the permanent updating of tournament regulations. The Chairman of the commission will be elected by the President of CCA. Then the Chairman of the Commission will elect three (3) more members, one of them obligatorily a lawyer, if not the Chairman.

CCAGA-2019/05 Approve the inclusion of Mario Ramirez Baraja (MEX) to the Commission of Relations with International Sports Organizations, composed of GM Darcy Lima, Ronald Zarza, Mario Petrucci after the report done by Ing Mario Petrucci on the meetings with ODESUR and PANAM SPORTS.

CCAGA-2019/06 Unanimously approve moving the continental 2019 Rapid and Blitz as well as Senior events to new venues as a limit on October 15, 2019, to submit requests for cities and dates by our member federations in accordance with current regulations

  CCAGA-2019/07 Approve, with the aim of not affecting the Peruvian players participating in official CCA events, extension of their participation period without the need of the regulatory endorsement of their Federation, and only show the FIDE ID in their registration to the corresponding event. This decision will be valid until December 31 of the current year.

CCAGA-2019/08 Approve the 2021 Continental in El Salvador (between two Proposals - El Salvador and Panama) with the following vote:

El Salvador - 23 votes (Argentina, Bahamas, Barbados, Bermuda, Bolivia, Brazil, British Virgin Islands, Canada, Chile, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Mexico, Netherlands Antilles, Paraguay, Suriname, United States America, Uruguay US Virgin Islands)

Panama - 9 votes (Antigua and Barbuda, Aruba, Colombia, Cuba, Nicaragua, Panama, Puerto Rico, Trinidad Tobago, Venezuela)

No Abstentions

CCAGA-2019/09 Approve the of PanAmerican Youth of 2021 in Uruguay (between two Proposals - Colombia and Uruguay. The United States withdrew with the prior approval of the Assembly to grant the firm headquarters of PanAmerican Youth 2022 in USA, with the following vote :

Uruguay - 22 votes (Argentina, Bahamas, Barbados, Bermuda, Bolivia, Brazil, British Virgin Islands, Canada, Chile, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Mexico, Netherlands Antilles, Paraguay, Suriname, United States America, Uruguay US Virgin Islands)

Colombia - 10 (Antigua and Barbuda, Aruba, Colombia, Costa Rica, Cuba, Nicaragua, Panama, Puerto Rico, Trinidad Tobago, Venezuela)

No Abstentions

CCAGA-2019/10 Approve the 2022 PanAmerican Youth headquarters in the USA with the following vote:

In favor - 30 votes (Antigua and Barbuda, Argentina, Aruba, Colombia, Bahamas, Barbados, Bermuda, Bolivia, Brazil, British Virgin Islands, Canada, Chile, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana , Honduras, Mexico, Netherlands Antilles, Nicaragua, Paraguay, Suriname, United states of America, Trinidad y Tobago, Uruguay,  US Virgin Islands, Venezuela).

Against - 2 votes Panama, Puerto Rico

No Abstentions

CCAGA-2019/11 Approve Proposals for 2021 events that were uniquely Bids unanimously.

CCAGA-2019/12 Approve the proposal of new events 2021 requested by Argentina that were the Regional Amateur (South American Amateur, North American Amateur, Central American and Caribbean Amateur).

CCAGA-2019/13 Approve the motion of external non-interference in the National Federations initially proposed by El Salvador and altered by a US proposal that says “The CCA believes that the affairs of National Federations are to be conducted without any outside interference. We call for all parties (FIDE, Officials, Employees, Commissions and their representatives) to respect the National Federations Sovereignty ”

The motion of no External Interference had the following vote:
